I’m a complete ignoramus on the subject and so am posting it here for others to take forward, if relevant. I saw on [https://www.national-preservation.com/threads/steam-era-route-availability-categories.1420000/#post-2687309 Nat Pres] a thread which touches on the origins of [[GWR Power and Weight Classification#After_nationalisation| route availability after nationalisation]], which states: “..in 1940, the Civil Engineer's Department of the LNER Southern Area (ex-GN/GC/GE lines) devised a system of Route Availability (RA) classes.
