It was originally ordered in 1915<ref>Railway Heritage Register Carriage Survey</ref> to Diagram H39, but was not built until 1932, making it ; one of the last Bow-Ended toplight carriages. In 1932 final designs of the GWR introduced a batch of dining car twinbow-sets, with a Kitchen / First saloon and a Third Class Trailer. While in GWR and BR Service, 9615 was regularly paired with Third Class Restaurant carriage [[GWR 9627 Restaurant Third | 9627]], and both are preserved on the SVR. 9615 later saw Departmental use as No DW 150336ended era.

While in GWR and BR Service, 9615 was regularly paired with Third Class Restaurant carriage [[GWR 9627 Restaurant Third | 9627]], and both are preserved on the SVR.
