3F looks more likely...
However, https://en.wikipedia.org/wiki/Steam_locomotives_of_British_Railways and my Ian Allen give it as 3F, and the 9400 as 4F.
I'm sure I read somewhere the power classification had been wrongly published and the error had been perpetuated. Can anyone comment authoritatively, and reference it (and the error) in the article please? :I suspect I got 4F for the original article from the Bookazine "British Steam Preserved", whose author was Keith Langston as above. Classic British Steam Locomotives (ISBN 1-86147-138-6) also goes with 3F in line with Wikipedia / Ian Allen.
