Further economies were again found to be necessary, including leaving the OW&W line north of Hartlebury rather than south of it, and tunneling under Bridgnorth High Town rather than crossing the River Severn via an expensive bridge. This third proposal received Royal Assent in July 1856.
Continued difficulties in raising the finance meant that by 1857 an Abandonment Bill had been put before Parliament. However, following a proposal by contractors Peto, Brassey and Betts to accept part payment of £240,000 shares in SVRC for building the entire line, the Abandonment Bill was withdrawn and a final proposal put before Parliament. By the time the fourth and final proposal incorporating these changes received Royal Assent in July 1858, the SVRC had reached agreement with the OW&W that the latter would run and maintain the new line for a period of 5 years following completion.
